   He's well on his way!

   He's getting pets from Zemo (sitting at his feet and getting his hair petted), cuddles of a sort, from Captain (😏) -- whom he also receives rigorous exercise from (Zemo also reminded him of the importance of stretching beforehand). Zemo consistently reminds him that he cares for and understands Bucky's wants/needs without judgement -- even if certain other more morally righteous persons may judge him harshly for those same wants/needs. Zemo also allowed Bucky to show off for his (well, their shared) enjoyment.

   The fact that these five bulletpoints is also understating to the point of completely obscuring the serious debauchery they're engaging in is a problem only if Sam realizes it, and I really doubt that Sam is, at least if Zemo has anything to say about it.
