Summary
John has made many mistakes in his life. They may have gone unnoticed by the 2 sectors of the authorities but not NXGen. NXGen is a research facility that exists within the authorities. With vigilantes running wild EMBER is stretched too thin and it is time another organization comes into play. They deem John as unfit for society, but with some work, he can prove to be very helpful in accomplishing NXGen's new goals. John has improved, but at this point, his errors cannot be undone. NXGen already has him as their next target.
