At least Steve was somewhat certain he wouldn't be locked up and tied down because the government and military really wanted him back on duty. Maybe. Doubt crept in as quickly as a lizard fleeing from a snake.
Seeing Steve's complicated gaze, which looked like that of a betrayed puppy that had been kicked, Fury realized his mistake.
"Cap, just like everything else... mental treatment has changed."
Silence greeted the news. Fury frowned as he watched Steve turn even paler.

Secretary Thaddeus Ross considers himself a smart man. For that reason alone, he absolutely does not trust Tony Stark. While the man has been an asset at times, he has more often than not proven to be a major thorn in the backside of any and every governing body he graces with his presence. This aside, it wouldn’t take much for someone to be able to tell that Stark had been lying just now when he rushed out of The Raft like he had somewhere to be while telling Ross that he had gleaned nothing from his little get together with everyone downstairs.
