Akira makes a decision for the entire world- if people were able to be anything besides blissfully happy at all times these days, they might be furious with him. As it stands, everyone is too caught up in a world with no grief, pain, loss, and suffering to notice. Well, mostly everyone. Aigis isn't mad at him or the good doctor who constructed the world, though- she's too busy trying to figure out why everyone's suddenly talking to thin air to waste time on silly things like blame.
Or: In the bad ending of Persona 3, Aigis does not forget anything. It stands to reason that Maruki's distortions would have a similar lack of effect on her.
