Vax allowed her to touch him, to examine him as if he were a test subject. But Percy was suffering, he was shy and Vax knew how uncomfortable he was with nudity and having his body be seen. So, he did everything he could to prevent the monster from touching him. But. She wanted them, but couldn't.
So she decided that Vax would touch Percy, he would have sex with him, or they would die.
